The concept of a weak society versus a strong society is a difficult problem to address. Some social problems appear to be able to be taken care of a "weak society" but in instances of absolute chaos sometimes fear and paronia can cause a "weak society" to turn to heavy handed tactics out of desperation. It is easiest for a Dictator to come to power when conditons are weak. A strong society does thrive on fear, predjudice, paronia and hatred but when indivduals are starving due to weak conditons there own fear can cause a weak society to transform itself into a strong society. What conditons can cause a society to become so weak that it then embraces a Strong society?
